Home care agency licensing consultant for every state

In short: we identify the right license for your state, prepare the full application and policy manuals to that state's regulations, get your staff files inspection ready, and manage the process with the agency until you are approved. Fixed price, defined scope.

The problem is not the form. It is everything the form assumes you already know.

You can download the application from your state's website today. What the application does not tell you is which service category to choose, what the surveyor will look for in your policy manual, which clearances must be dated before a caregiver's first shift, and which of the forty attachments will get the whole packet returned if it is missing.

Owners who go it alone usually find this out when the rejection letter arrives. In Pennsylvania that can mean restarting under Chapter 611 with a new submission. In Georgia it can mean a Private Home Care Provider application sitting in review while the lease you signed keeps billing. In New Jersey it can mean discovering, months in, that your health care service firm needed accreditation you never budgeted for.

Every month of delay is rent, insurance, and payroll with no revenue. That is the real cost of a do it yourself application.

What the licensing engagement includes

  • License determination. Nonmedical home care, skilled home health, or registry model, matched to your state's categories and your service plan.
  • State specific policy and procedure manual. Written to your state's regulation, section by section, not adapted from a national template.
  • Complete application packet. Every form, attachment, organizational chart, and disclosure, assembled and reviewed before submission.
  • Administrator and supervisor qualification review. We check your leadership against the state's requirements before the agency does.
  • Caregiver file system. Hiring checklist, background check and clearance workflow, training and competency documentation, and the file structure a surveyor expects to open.
  • Required forms and notices. Consumer rights, service agreements, complaint procedures, emergency plans, and the state specific disclosures.
  • Survey and inspection preparation. A mock walkthrough against the state's survey tool so the real one has no surprises.
  • Agency communication. We handle questions, deficiency notices, and follow ups until the license is issued.
  • Handoff after approval. Compliance calendar and a plan for your first 90 days, including the Medicaid waiver enrollment path for your state.

Frequently asked questions

How long does home care licensing take with a consultant?

It varies by state and by how quickly you can gather your own documents (entity paperwork, insurance, staff). The part we control, a complete and correct first submission, is what removes the biggest delay: a returned application.

Do you file the application for me?

We prepare and assemble everything and manage the submission and follow up. Some states require the owner or administrator to sign or submit through a personal portal account; where that applies, we sit with you while you do it.

What if my state does not license nonmedical home care?

Arizona is the clearest example. There is no state license for nonmedical agencies, but there are fingerprint clearance, Direct Care Worker training, and AHCCCS/ALTCS requirements if you plan to bill Medicaid. We set those up instead.

Can you help with skilled home health licensing too?

Yes. Skilled home health has stricter clinical leadership and, in some states, Certificate of Need or Medicare certification steps. We scope those separately on the consultation.

Do you guarantee approval?

No one can promise what a state agency will decide. What we do promise is a complete, state specific submission and support through every question the agency raises until a decision is made.
